I have a copilot studio bot, which asks the user for a query then passes it to a Power Automate Flow which runs an HTTP GET request to an Open AI API, then formats the response and returns it to the bot. I want to return the response to the user in this form:
This works perfectly sometimes, but other times it hides some or all citations..
What I've been able to deduce is that it is intelligently understanding that it is a citation, and creating a dropdown of it as such:

But this dropdown does not render in Teams and the citations does not show up at all. So, in the above case, only - 1,2 & 4 show up and the FAQs is hidden in teams.
I tried many different ways to add the citations, using a different message, using adaptive cards but none of them work consistently. Is there any way to turn off this intelligent formatting by copilot studio, or some way to enforce the format of the citations so that they cannot be reformatted by copilot studio?
