Custom Agent not visible in M365 Copilot for non Copilot users

If your organization uses Microsoft 365, you can now get AI-powered assistance using Copilot Chat - without a Microsoft 365 Copilot license.
 
I built custom Agent that custom agent not visible in M365 Copilot for non Copilot users , how i can do please advise.
