Looking for the Best instructions or better yet - youtube video on how to take existing excel .xlsx spreadsheets - there are 4 - and then import them into Dataverse as tables for use in a power app. Each of the 4 spreadsheets (Dataverse tables) will all be tied to the same power app. Right now, the plan is to use a power app per app license on top of a Business standard M365 license.

From your description, I know that you want to create four tables based on four Excel file.
I would suggest you use the "Get Data from Excel" function to import your Excel file into a Dataverse table.

Besides, for your needs, it is enough to use the per app license, since you want to use these four tables inside a same app.
Note: The per app license gives a user access to two Power Apps and one portal for a single environment. If you want to create more than 2 apps inside a same environment, you need to buy another per app license or consider to change to the per user license.
