Is it true when we changed Date field behavior from Use Local to Time zone independent, it can't be switch back ?

That is correct. Once you change to Time Zone Independent you will not have the ability to change back.

Yes you are correct, The Reason behind the scene will be, in back end the TIMEZONE related logics will be automatically removed hence we cannot roll back.
If you have changed it then to revoke back try creating a New Field and use the same.

It seems I cannot delete the column either. If not mistaken, we can view what is the dependency of each field, right ?
Coz when I tried to delete it says there are dependency preventing to be deleted. But I already remove all the forms,/views/business rule use my field.
I'm planning to just delete this column and add a new one with the same name.
My bad, I should go inside Solution to Show Dependency.
There is no other way to recover the field if you made mistakenly too
