Can't get Copilot working with SharePoint

I've created a very simple Copilot with one SharePoint site as its knowledge data source.

 

The site has top level document libraries with PDFs in.

 

I've followed all the documentation to set up authentication, trying multiple times...

  1. App Registration in Azure
  2. Redirect URI set up
  3. API permissions set up and admin consent granted (User.Read, Sites.Read.All, Files.Read.All, openid, profile)
  4. Exposed API (Test.Read)
  5. Added ClientID and Secret for Azure Active Directory V2 in Copilot security settings
  6. Added these Scopes in Copilot settings - profile openid Sites.Read.All Files.Read.All

I've published the Copilot numerous times. No matter what question I ask about the PDFs (they're HR policies), I get a response like "I apologize, but I’m unable to provide information about your specific policies as I don’t have access to that information. It would be best to consult your organization’s official documentation or contact the appropriate department for details on your policies."

 

I've doubled checked no authentication error appears in the Conversational Boosting topic, which it doesn't. I'm all out of options. Can anyone help?

    Try switching on debug mode to get more insights into what's wrong, and if that doesn't work, have a look here: https://learn.microsoft.com/en-us/microsoft-copilot-studio/generative-answers-sharepoint-no-response

    It was already on debug mode, but I can't see what it's doing differently. 

     

    I've added a different SharePoint site with some PDFs in a document library, and that one surfaces just fine. It seems the HR one it has trouble with, but PDFs are only a couple of years old, and small (200-400kb), so I'm unsure why it's having trouble reading them.

    Well it worked briefly, then without making any changes I'm now getting this:
