I'm a vendor and am trying to create a new Sandbox environment so there is multi-user access. However, I get the following error:
You need permission to create an environment in tenant '72f988bf-86f1-41af-91ab-2d7cd011db47'. To get it, contact your admin. Request ID: 3f2feafd-4f1b-4b16-a309-eb0fe023721b.
The FTE I'm working with gets the same error so I don't think its simply a vendor access restriction.

I think that I saw this issue, but the recommendation is to open the ticket inside Microsoft support to understand your scenario and environment.
