Yes, in Model-Driven Apps within Power Apps, you can set up security roles and field-level security to control who can view and edit records. You can assign the 'editable' role to the record creator and a 'read-only' role to others. This is managed through the app's security settings in the Power Platform admin center.

If there are 10 creators and one person creates a record, the other 9 can only view it.
