You can use the Bot Framework to do it.
While Microsoft provides better in-app support for this, you can do the following,
Microsoft provided a github sample that attempts to mimic this capability.

hello guys, so this functionality is not supported?
Hi Renato, is there any feature on PVA that allow the bot to respond with an 'UPLOAD FILE' button? Because i need people from my org to upload their file to the bot specifically (like ms form).
@MikeGorbachep did you ever find a solution to this?
Currently this is only supported with a custom canvas (see @renatoromao 's response above)
