ClearCollect should run to pull the data into memory then run the filter against the ClearCollect dataset in memory.

It's not delegation warning what I'm worried about more then the error after that. I noticed that the first clearcollect() function does not have any errrors or delegation warnings.
Can you show us a little bit more about the lists structure "Work Requests" and "Completed Work Request" ?
