Creating a Purchase Request page for internal purchase cards

I am trying to think of the best way to build a purchase request site for our internal purchase cards. What I am thinking is two SharePoint lists; one for the order and one for the line items. 

Our organization has a purchase card where they can go buy items, such as running to Home Depot to buy storage cases. Not looking to reinvent the wheel, but we don't have a full-time developer position so looking for a solution that is easily learned and maintained.

My thinking is this, build a Power App that allows to enter their purchase request. There should be a Container with the inputs and use the patch function to patch (add/delete/update) list items. But unsure how to orgnanize the site. 

Please note that due to our organization polices, the premade templates are not available to use.
