Can user with "Office 365 with PowerApps" plan create and share model driven apps?

Hello,

As of now, I was under impression that, user with O365 with PowerApps license can not create/work with model driven apps, however I suspect on the followings:

Can user with O365 with PowerApps license, create/share model driven app?
Can user with O365 with PowerApps license, create canvas app with CDS entity and share with other user?
Can user with O365 with PowerApps license, read/write CDS entity if that user has read/write permission on CDS entity?

Can you please answer on above questions?

Nope, they need a Power Apps per user, per app licenses or Dynamics 365 type of licenses
Nope, they can only run canvas app and can't access CDS connector since it is a premium connector
Nope, same reason as #2
