My app was working for months and just after publishing a bug fix it is now stuck here. I have published the app several times changing setup params and no change. I have cleared the phone cache, no change. I have uninstalled power apps and reinstalled, no change.
Ok I got per user licenses and loaded them into the environment of the app. I then went to the Home screen, selected my app, clicked settings and verified that option 'Per-app licenses' was checked On. I then went to my mobile device and tried to run it again. It loaded up the app and ran.
OK since I'm a noob and focused on working within a 'solution' I did not find the setting previously mentioned as you will find it if you are on the home screen of your environment. Click the Home Icon found at the top left menu column. Then select your app in the list located middle of the screen on the lower edge. Next click the ellipses '...' on the same row to the right. This will open a popup where you click Settings. 'Preload app for enhanced performance' will be an option in the popup on the right.
I think the problem is the expiration of my trial powerapps account. I will have a premium license installed in a day or two and report back.

Thanks for the quick reply. I cannot find this setting within the settings pane. Here is a pic of the settings pane. If you can give directions to its location I would appreciate it.
Try turning off the setting "Preload app for enhanced performance" and see if that solves your issue.
