This seems to not work for me

I think you can use, single quote instead of double quote inside the html tag.Something like this:
"<a href='"&Char(34)&"'>"&TextSearchBox1.Text&"</a>"
Let me know if you need more info in this.

No luck. Tried using in a HTMLText Input, still doesn't create a working link
I was able to solve this by using:
Substitute(Mid(TextInput8, 12), """","<a href="&Mid(TextInput8,12)&"</a>")
