Is it possible to move a portal from one environment to another?
I've gone ahead and created the portal in our UAT environment and need it in PROD.
@johnbradbury you need to provision portal instance for Prod and then you can use Power apps Portal CLI to do the migration of data to prod once UAT cycle is done. You can also use Xrmtoolbox Portal Record Mover to move the data.

If I delete the portal from UAT, and setup a new one, will I still be able to use the unique name I selected?

Yes, you can delete the UAT portal and create a new one with the same name you want in prod.
But for moving records and portal configuration file as @hershal1999 mentioned you can use configuration migration utility / powerapps cli / portal records mover (xrm toolbox)
