Many-Many Relationship of Business Unit entity.

Dear MS,
I checked the Metadata of the Business Unit entity and saw the attribute CanBeInManyToMany = TRUE but I still can not create a Many-Many relationship with Business Unit from the custom entity.
Please help!

    it's a limitation of Dynamics/Dataverse, that metadata is not correct
