I have built a PVA Chatbot for Teams and have published for all users in my company. I would like to PIN this bot for all users as shown below. Is there a setting that I need to check to auto PIN this bot for all users?

In the screenshot I see you have pinned an existing conversation with the IT Support Bot. As far as I am aware pinning it like that would be more challenging because the user needs to have a conversation first with the bot.
Alternatively, you could also pin the app itself via a policy:
