security role for user management

If You need a security role in power app for users management (team members can change users teams and BU) which privileges shoudl be assigned to it?

    @KeithAtherton The suggested solution You proposed is already what I did but I would like to avoid it because do not want give all privileges associated with System Admin Security Role but limit it giving just possibility to change user setting related to teams and BU

    I understand but I don't know of any other roles which have those security admin features available which also exclude other security admin features.
     
    Another option could be to create a new custom security role which has the ability to modify the Business Unit and Team tables then allow users to configure security directly in these tables or via a Power App.

    the solution I finally found is to remove Sys Admin role to all users and create cloud flow specific for changing user team/BU setting
