We wanted to check the possibility of mouse hovering option on Powerapps .
We know we have clickable options. but we were exploring the hovering option as well.

Other than the Tooltip content, there is no other "OnHover" functionality in Power Apps.

Besides tooltips that can appear when a user hovers a mouse over an element, there are no built-in mouse hovering options or events. You would need to build your own PCF controls to implement this functionality.
In addition to accessibility issues, it may be useful to note that any mouse hover functionality would not work on a phone (or any mobile device without a mouse), so it is generally better practice to avoid this practice.
