I'm attempting to decrease the timeout limit for the chat session. Is there an option in Copilot Studio to set the timeout, and if so, could you please provide the steps to implement it?

You can use the timeout trigger to specify how long it should be inactive and then redirect users to the end of conversation topic.
This trigger is available when you create a new topic and mouse over the trigger: you will see a list an icon to change the trigger:
