Prompt users upon upload to SharePoint to fill in metadata

[Context]: In several document libraries, people in our organisation get lazy about their metadata and often skip out on filling this information in upon upload. This leads to a degradation in the quality of the metadata and leads to people being unable to find what they need. I'm wondering if there is a solution provided by any Power Apps that would help fix this issue.
 
[Goal]: I would like users to be prompted upon uploading a file to a document library to fill in their metadata before uploading.
 
[Faced Issues]: There does not seem to be any sort of solution provided by SharePoint other than the the missing data being highlighted after the fact, allowing users to simply ignore this warning.
