PVA - Adaptive Card - isVisible not working as expected

I have designed an adaptive card which should display a particular submit button only if a condition is satisfied. But it is still displaying all the buttons. If I am using the "isVisible" attribute for input choice set , I am getting the desired result but not with the AcitonSet

    I'm not sure you can put the IsVisible property at the action level.
    Can you try at a container or column level?*
