Is there a Microsoft Developer Program - either the existing 365 Dev Program, or an AI one - that would allow building of custom CoPilots with either no charge or reduced charges? e.g. I can build SharePoint SPFx and Teams Apps in my 365 dev tenant for non-production/demo purposes. Can I build CoPilots like that?

Paying the full business pricing for CoPilot or AI Studio is probably unaffordable for just pure dev environments.
