Model Driven App View Filtering from Related Table

Hi there.
 
I'm working in a Power Apps model Driven App.
I have the following tables: 'Client' and 'IT Submission' (Income Tax Submission)
In the 'Client' table, I have the fields: 'Client Name' (Primary) and 'Entity Type' (Choice)
In IT Submissions, I have the following fields: 'Client' (a lookup to the Clients table) and 'Submission Date'

I need a View In my Clients table that includes the following filters
1) Only show rows with 'Entity Type' = Individual    [Easy]
2) Only show Active clients [Easy]
THEN
EITHER
3) Only show rows where the client is found in the 'IT Submissions' table AND where 'Submission Date' (Related) from the 'IT Submissions' table is empty/not filled in
OR
4) Only show rows where the client is NOT found in the 'IT Submissions' table at all.

Please help me add filter 3 and 4 into the mix as well as 1 & 2.
In the Filter dialog (attached), I seem to be getting confused between the AND and OR

    The detail I see is that you have placed ITR, I don't know if that is the name of the client field, but there you have a conceptual problem, if what you want is to show where the client is empty you will never be able to, because you are already in the related table saying that this field must have data (IT SUBMISSION). Otherwise it seems to be correct, if the result it returns is not what you need, you should perhaps think better about the filter.

    if there is a relation between your table then you can set a filter with related entity. Select filter and then pick your related entity and set the filter according to your need.

    Let me rephrase my initial setup, which may not have been totally clear.

    I currently have two separate views set up on my Client table (where amalgamated view should be)

    1) Filter: IT Submission (Client) does not contain data
        [Clients that don't have a record in the related table, IT Submission]

    2) Filter: IT Submission (Client) does contain data AND Initial Submission Date is NOT FILLED IN.
        [Clients that do have a record in the related table, IT Submission, but to not have any data filled in in the Date field]

    As you may know - a table view filter, won't let you add more than one related table to a AND/OR group - which is where my issue lies.
