First you have to change from Lookup to Filter. Because Lookup only return a single value and if you want to get two or more records you must use Filter() to get more rows.
And the property "TO" from Office 365 Outlook you must send a text. In that case you need to join all the email from the previous filter separated by comma(,).
you can cave something like this
Set(EmailAddresListTo,Concat(Filter('List of Admin',Title = "Admin"),Person.Email,","));
Office365Outlook.SendEmailV2(EmailAddresListTo,"Subject","Body");
