Can we embed Power Apps into a Power Page, and then embed that Power Page into our website using a Power Page license? Will this approach work?

Yes, you can integrate PowerApps into your Power Pages. You can find instructions here: Solved: How to add existing power apps to power pages - Power Platform Community (microsoft.com). However, it's important to note that only users with PowerApps licenses will be able to interact with the embedded app.
