For a per app plan in Power-apps(10$ plan), we can create and use CDS entities, in the pricing page it is mentioned that there is a limit in CDS Database(50MB) and file capacity(400MB). I have couple of doubts regarding this storage,
No--it doesn't only allow 50 MB databases. that is the per user storage per app. You aren't just going to have a single user are you?

if you have 100 per app passes, you have 5 GB storage. And you really need to have at least a handful of per user license, and they have 250 mb/user. You can't really have makers with a per app pass.
Again--it DOES NOT enforce it at the user level--this is simply a way of scaling capacity based on number of users. it's capacity X number of passes that determines total storage. You would never just have 50 MB of storage because you would never have a single user tenant.

Since the 10$ plan allows only 50Mb database, how can we create Production environment? It requires 1GB database space.

so it is a per user amount of storage pooled at the tenant level. So if you have 50 users it would be 50X50 MB and 50X400 MB.
In other words, users aren't stopped if an individual user exceeds 50 MB.
You purchase more storage in the M365 billing area.
the records are stored in the data capacity and attachments and files are stored in the file storage, which is azure blob.
