Anyone in DoD tenants able to successfully add a guest user to a model-driven app? I have not been able to add Guest Users to Dataverse due to a "user is not licensed" error and upon checking Azure AD, they are in fact labelled as 'unlicensed' users. Guest users in our case are other DoD users from Army and AF tenants, so they are not completely unlicensed. If I understand guest users correctly, their licensing should carry over from their host tenant to the guest tenant and it seems to work that way with everything except Dataverse and Model-Driven apps.
When using Dataverse and Model-Driven apps they both require a paid Power Platform premium license. If the users are not licensed accordingly then you may receive a warning about licensing.
In regard to B2B licensing between tenants in the DoD, I will have to research and see if that is currently available. If not, that could be the reason why you are seeing unlicensed guest accounts in AAD.
thanks! If it helps, I have support case 2208110040002265 open for this issue. I would imagine at minimum the user account should be able to be created, even if Premium licensing is not assigned since we have basic PowerApps licensing with E3/E5.
Also on DoD side the tenants are not opened to each other. My customers had to open a ticket to have that set with the other tenant.
