Unable to select business unit when adding new user

I'm trying to add a new user in a power apps environment that has 3 business units, 1 root BU and 2 BU's that are childs of the root BU.

When I click to add user, I have no problem selecting a user to add, when I click add I see all the privileges which I'm able to select from no problem. But the Business Unit dropdown menu is greyed out and set to the root business unit.

I'm logged in with an account that is a "Global Administrator".

Has anyone seen this before and know the solution?

Hi @robert_towler ,

Would you like to assign a user to a new created child business unit?

If so, when adding users to an environment in Power Platform Admin Center, they will only be able to be assigned to the root business unit by default, then you will be able to change business unit for them in Users management page:

Hi @robert_towler,

If your environment access is controlled with a security group then make sure that the user is added to the security group.
