CoE Starter Kit - Error on Setup Core Components - Step 9

Following the instructions to the letter on Set up core components, on step #9 i ran into this error:

 

There is no active transaction. This error is usually caused by custom plug-ins that ignore errors from service calls and continue processing.

I can't find the source of the issue.

    Fix / Solution

     

    I clicked cancel and then started the solution import process again. It worked the second time.
