Download button to download a CSV file

I need to download a static CSV file when a button is clicked. When using functions like download or launch it is opening the file in new tab in browser but not downloading the file.

Kudos for the people who are helping in this community.

One option is to email it back to the user (I use a simple Flow with the file name and content and email address)

Thanks for the response but @WarrenBelz what I need is different.
It is a templete file that I am having in my application. User when opens my application and if he wants to download the template I am keeping in my app he will download it for a reference. I need to keep a download button to download that template for him.
