Hi,
maybe I can jump in here, because I'm also seeing some strange behaviour that might be similar to what GaniTPT has meant.
So, I have a user, Isaiah.
Isaiah does not have any premium licenses assigned:
This is also supported by the fact that Isaiah gets an error when he opens a canvas app that uses a premium data source.
However, Isaiah can
I was under the impression that this was not possible without a premium license. And the current licensing guide agrees to this:
Do you have an idea, how this can be possible? Is this a new feature not covered in the licensing guide yet?
Hi @GaniTPT ,
How are things going?

Hi @GaniTPT ,
In summary, to create a new environment, you need to meet below two requirements at the same time:
1. A license that allows environment creation(and yes, Office 365 E5 already has this permission).
2. At least 1GB of database storage capacity available.
In short, two ways you can try: purchase a PowerApps plan or buy additional database capacity.
For more information about license, I would suggest you contact Microsoft sales from this link:

Hello @GaniTPT,
With Office 365, you can create Canvas Apps as long as they are using standard connectors and are related to your Office 365 products.
Model-Driven Apps are always based on Dataverse as a data source. Dataverse is a premium connector, hence all Model-Driven Apps are premium by default.
The use of Model-Driven Apps is not covered by Office 365:
This screenshot is from the Licensing Guide for Power Apps. You can find more information here: https://docs.microsoft.com/en-us/power-platform/admin/pricing-billing-skus
If you need to use Model-Driven Apps, you would have to get the appropriate licenses, e.g. Power Apps Per User or Per Apps plans.
