Hi Team,

We would like to get your suggestion on implementation of a copilot agent to search for results based on user query across organization outlook, team, sharepoint, onedrive etc and provide response to user. It should send all the documents found across all sources and allow to export it from a button in the chat interface.

We initially considered using M365 MCP server, but that isnt providing access to citation to export documents, also it isnt available for usage as per organization policy.

Please recommend the solution which can be utilized.

Consider using the Microsoft Graph Search API (POST /search/query) to search across Outlook, Teams, SharePoint, and OneDrive in one request. This API provides comprehensive metadata, including web URLs and download links.

To build a Teams Bot:

Accept the user's search query

Call the Graph Search API using delegated permissions (OBO flow)

Present results as Adaptive Cards showing document titles, sources, and content snippets

Add an "Export" button (Action.Execute) to initiate a backend process for generating download links or packaging files

Why not use M365 MCP Server? The Graph Search API provides direct access to web URLs and file download endpoints, enabling complete citation and export functionality.

Required permissions: Mail.Read, Files.Read.All, Sites.Read.All, Chat.Read (delegated).

We tried using the M365 MCP Server but we couldn't get the citation access which was limitation as we need to export the documents out of copilot, Also now this is being upgraded the MCP Server Work IQ is in preview mode we are unable to utilize it.

Can you please confirm if there is any other work around?
Also, can you please recommend if it is better to use Copilot Studio Agent / AI Foundry Agent
