Hi,
If I understand correctly every (end) user will need at least powerapps plan 1 license to run a canvas powerapp based on CDS?
Is there a way to avoid this? Large part of the end users will only use a small part of the powerapp and only 2-3 times per year.
FYI- I am quite new in this domain.

But as long as you don't create model driven apps, you don't need a P2 license?
If you create a model driven app, do the end users need to have a P2 license?
On the pricing website : Run model-driven apps that utilize Common Data Service -> only P2.
Does this apply for end users as well? What is run exactly meaning?

Currently, no workaround to to avoid.
And you need two types of licenses - A P2 license to create the CDS database/model the data (IT admin/developer) and a P1 license to access it (users).
