Hi Folks,
I am looking to build a portal using PowerApps, where the UI would look something similar to below, with SharePoint list as the backend.
Please let me know if any suggestions, on how to proceed with creating a top navigation menu, global search as in the below image. Thanks.

I'm afraid The current implementation of portals is only related to CDS.Similar posts
About customizing the navigation menu at the top of the web page.
Usually the navigation menu will be automatically generated according to your website structure. If you need to add a new menu item to a Power Apps portal Primary Navigation menu, I suggest you refer to this article.
About adding a gobal search control component.
