Can one power virtual agent use another power virtual agent through skills or must one use Bot Framework to develop Apps for these kinds of usecases? I am thinking along modularity (separation of concerns) for ease maintenance etc. and seamless user experience.
Pva current cannot call another PVA bot as a skill, so as you suggest you can use a master Bot Framework bot as the hub of the spoke using orchestration.
