At this time you can publish on Facebook, Cortana, Teams, Slack. And a couple more seen here:

Natively no, unfortunately.

I created an idea here: Publish my bot on Twitter channel - Power Platform Community (microsoft.com)

Also, you can try to use PVA + Bot Framework to publish as a twitter adapter.

I never tried it, but you can try if you want.
