I have two applications in Power apps in a solution that is deployed to the customer, the customer has requested changes in both applications, the changes in the first application are completed, can I update only one application without re-importing the solution into their environment

    If you have only changed one app, importing the solution will simply replace the unchanged one with the same version - is this what you are asking ?
