Combining Data One-To-Many from Two different Tables

Hello all, I hope you are well!

I'm having a fairly simple problem that I need help with, I'm not entirely sure it can be managed via PowerQuery but the problem is basically that I have two tables in Excel
- The first one regards Supplier and Factory locations having only sixteen rows.
- The second regarding customer locations having 9 thousand rows.

And now I need to create a third table that will give me all possible lanes of delivery from Supplier & Factories to Customers - in short for every factory I should have a matching row for every customer... how can I do this smartly using Excel resources?

I appreciate in advance the help and attention and if I've been unclear, let me know!
