I believe you cannot directly hide the chat input area as that feature is not natively supported
Can try something like below?
If you want to ensure the user fills out the form properly, include prompts or warnings within the card that tell users they must complete the form before moving on.
You could add a prompt in the chat that informs the user that the card must be filled out first, and visually reinforce this by designing the card in a way that captures attention.
