I developed a model-driven app in a dev-environment with the base language set to English. When I deploy this app in an int-environment with base language set to German, some parts of the App is not visible anymore. When you deploy the app in another environment where the base language is set to English and you configure the UI language for the users to German (by using XrmToolBox | User Settings Utility), the app looks fine.

Now I have some questions regarding languages:

Is the environments base language the language that is automatically assigned to new users that are added to this environment?
Is there a way to develop in language X and deploy in language Y without to take care manually about the translation files?
Would you recommend to set your dev-environments base language to the language of your users?
How do you handle this if you develop for non-englisch users?

I'm very curious about your hints and practices.
