Is there a way I can program my power app to be able to let end users drag and drop an attachment into the attachment area?

No - the attachment control function is what it is - select the paperclip and it will open a dialogue box for you to select a file. You could drag the file into there and select it if you want to.

Is there any workaround for this? Could I set up a flow where anytime there is a new SharePoint entry it emails the person who created that entry and they are able to drag and drop an attachment into an email and then the email populates the SharePoint list? I know that is a crazy workaround but just trying to see if there is anything else I can do to help my end user.

You are correct in that it is a crazy work around. My brain hurts thinking about how you would try to do this for the sake of pushing a paperclip and dragging the file into the dialogue box that comes up then selecting it.
Thank you for taking the time to explain! I truly appreciate it and sorry if I am missing something. How do you drag the file into the dialogue box? I am only seeing where you have to click through your files and select.
Also, one of my end users pain points is they use lotus currently and we are trying to move their database to Microsoft 365. In Lotus they were able to take a screenshot and paste it into the attachment area and it would save. I am having a hard time explaining how microsoft is better since I'm not able to replicate that. I know it seems like a small thing but when entering in multiple items having to save all the attachments adds on a lot of time rather than improving their workflow.

You simply drag the file from another window (I assume the user will have open) into the one that opens for the file selection - you can then select that file.
I am however more than a little amused at your last comment (and I am an old Approach-phile and still believe there are things in 123 you cannot do yet in Excel)- the last release was 2001!
