Dear all,
In our tenant, only Power Platform administrators can create an environment. However, when Power Platform Admin creates a developer type environment, there is no option to assign the "owner". Does this mean that the Power Platform Admin becomes the owner, and what happens when the admin creates three of them? What is the proper way to create developer environments on behalf of app makers?
By definition, Microsoft Power Platform app makers can create up to three developer type environments. Developer environments are special environments intended only for use by the owner.

No, this is not possible, an environment can't be created on behalf other user and neither can't change the owner after.

Developer environments are created by the user from PPAC.
The Admin needs enable this functionality here:
