I use this time picker (https://pcf.gallery/time-picker-control/) in my model-driven app. Do any of you know how I can set it to 24 hours?

I haven't tried this pcf so cannot provide the answer, unfortunately. If you've already explored any/all settings available and had no joy then I'd suggest contacting the creator directly on info@bever.am

According to the code - https://github.com/BeverCRM/PCF-TimePicker/blob/master/TimePicker/TimeList.ts the only way is to download the control, update the list to use 24 hours formatting, publish it to dataverse and use.
