I have a simple question, and I think I know the answer - but Power Query Dataflows don't count against the allocated API request totals given per license, correct?

As far as I know they do not. They do have throttling limits (100 api calls per connection per 60 seconds) https://docs.microsoft.com/en-us/connectors/dataflows/
