2. Only 1 per app license is used and the user did not use premium Apps. However, I worked with an user and knew for sure that he used a premium Apps! There should be a few more users of our premium Apps.
3. Three premium licenses were assigned, but only one launch a premium apps. This does not sound right. I am pretty sure 2 of the three launch premium apps.
I got some help from Microsoft Support on this and this is resolved.
1. 211 "Pay as you go" means that 211 users are using "Pay as you go" method to access PowerApps.
2. Yes, Only 1 per app license was used. Although 400 Per App licenses were purchased and appropriated to the correct environment, the environment has an active billing policy to use "Pay as you go". The environment needs to be removed from the Billing Policy because an environment cannot be both "Pay as you go" or "Per App".
3. Not sure why. May be it is true.
