I created a many-to-many relationship. How do I import data into the hidden intersect table?

Unfortunately, As per OOB behaviour, you cannot import Data to Many to Many Relationship values.
Import can done if a related Lookup fields available in the form

You can Create a canvas and use galleries or functions to relate the different records to insert
