Trying to create a PDF blob variable and although this exact method used to work just fine, now it does not. Can't download file - no file. Error on the blob variable says "The passed binding context is not the root context"

Have tried recreating all parts of this from scratch, triple-checked/re-selected the Name and Value settings. Don't know what else I can do. Same exact code works in other apps and used to work in this one until a few weeks ago. This is happening in GCC High. Should I expect that the PDF feature no longer works? Does anyone know the status of this?
