M365 - Create Copilot agents - switch off

Hi All,
 
Is that any way to switch an option to build an Agent using Microsoft 365 Business Chat and Teams. 
This option is weird, as now anyone can build chatbot, even without Copilot Studio License.

    There is no direct way to switch off this option. This feature is made to allow users to easily create thier own agents.
     
    May be you can try Implementing some Policies with Microsoft Teams Admin Centre.
