HTTP Patch throws unauthorized on same flow where create item works but not send HTTP.

ERROR: The user is not authorized to access this resource.

Create Item if you mean SharePOint is not the same as trying to do something to Azure DevOps

You have to verify what permissions the user has, and who is the action running as?
