Can I setup and Manager CoE Starter Kit with F3 License?

As a Client, I only have Office 365 F3 License. ( and If I don't want to invest in E3 License - costly)

 

Can I still Install, configure, and Manager the "CoE Starter Kit" in my environment? If No, then What am I missing by not having E3 License?

Appreciate your thoughts.
